To improve the deposit packaging management system, the State Environmental Service has developed and implemented new e-services

As part of the LIFE project “Waste To Resources IP,” two new e-services have been developed, significantly facilitating the administration of the deposit packaging management system:

1.“Deposit Packaging Management System” – for amendments to the management plan of the deposit packaging management system;

2.“Implementation of the Deposit Packaging Management System” – for submitting reports on the management of deposit packaging.

Both e-services have been implemented in the State Environmental Service’s (SES) “TULPE” information system since the beginning of October 2024.

The main objective of implementing these e-services is to reduce the administrative burden, ensure more convenient information submission, and optimize data processing. Centralized data storage and automatic validation provide high data accuracy and accessibility while minimizing the possibility of errors.

The new e-services are integrated with other systems, such as reading data from the Enterprise Register, automatically transmitting information to the State Revenue Service about applicable exemptions from the natural resource tax, and connecting to the SES's permit module for polluting activities, ensuring automated data transfer from permits of operators involved in the deposit system.

These new e-services are a significant step towards reducing the administrative burden, optimizing work processes, and ensuring accurate data processing. Moving from manual data entry to electronic data processing marks another important milestone in the direction of digitalization.

It should be noted that there is one specific user of these e-services — the deposit packaging manager. In January 2021, the State Environmental Service (SES) and SIA “Deposit Packaging Operator” (DIO) signed a contract to ensure the operation of the deposit system in Latvia. The contract stipulates that the deposit system operator will ensure the system's operation for seven years — until January 31, 2029.

Thanks to these developed tools, all necessary information can be submitted by DIO in the form of e-services, rather than in document format. This provides a more convenient way to report on partners (operators) involved in the management system and makes it easier for producers to submit changes — all changes are registered in one place. Currently, the SES system stores data on the volumes of packaging managed within the country’s extended producer responsibility system, making future data analysis significantly easier.
