The seminar on Green Public Procurement brings up the issues of the construction industry

The annual seminar organised by the Ministry of Environmental Protection and Regional Development (MEPRD) on the application of the Green Procurement updates issues on the public procurement procedure of construction sector.

Māris Klismets, Director of the Coordination Department (MEPRD): “Green public procurement is an instrument that helps us implement the European Green deal to achieve real environmental improvements through our actions. This helps to implement positive changes and encourages entrepreneurs to do business in a more environmentally friendly way and municipalities to choose more responsible partners.”

The construction sector is an important part of Latvia's economy and it produces a large part of greenhouse gas emissions, up to 30% of total greenhouse gas emissions, thus having a significant impact on the environment. Nowadays, progress is being made towards a more sustainable construction development model that creates a qualitative living environment for existing and future generations, with growing demand for green construction. The application of green public procurement to construction works is voluntary by the end of this year, but the new mandatory requirements applicable to third group buildings will enter into force from 1 January 2024.

Experts from MEPRD and the Procurement Monitoring Bureau participated in the seminar and responded to questions from interested parties. Brigita Vīksne, DGNB representative of Latvian Construction Association informed about the application of the criteria of the Green public Procurement in the procurement of construction works, as well as the planned measures to promote the circulation of construction waste in the LIFE Waste to Resources IP.

The vision of future for green procurements was presented by Dace Cīrule, attorney of law, while Miķelis Putrāms, architect of limited liability company “MADE arhitekti” shared his experience in the implementation of public procurement in practice.
