From Food Waste Reduction to New Recycling Solutions – Partners Report on Project Progress

The LIFE Integrated Project "Waste To Resources Latvia - boosting regional sustainability and circularity" has surpassed the midpoint of its implementation, and the work accomplished so far demonstrates significant progress in the development of the circular economy in the country.

The quarterly meeting of the management group and project partners was opened by Rudīte Vesere, Deputy State Secretary for Environmental Policy at the Ministry of Climate and Energy. She noted that “the implementation of the LIFE Integrated Project ‘Waste as Resources in Latvia’ has already exceeded the project midpoint, and considerable work has been accomplished so far in the development of the circular economy in Latvia. The transition to a circular economy is a purposeful and well-considered long-term process that requires close cooperation between institutions, businesses, and society in order to gradually develop more sustainable solutions for resource use and waste management.”

During the meeting, partners informed about the current progress of the project and upcoming tasks. It was emphasized that the project activities are reaching an increasingly wider audience and promoting public involvement. In 2025, information campaigns and publicity activities reached more than 4.4 million people, while more than 14 thousand residents changed their behaviour or habits as a result of the project activities by using services or infrastructure created within the project.

The LIFE project partners continue implementing various circular economy activities throughout Latvia – smart sorted waste collection sites are being developed. One site was opened in 2025 in Riga at Vietalvas Street 5a, and another will be established by the end of this year in Valmiera at Dzelzceļa Street 5. This year, two circular economy centres will be opened – in Cēsis at Lapsu Street 19 and in Valmiera at Dzelzceļa Street 5. In addition to the development of new infrastructure, which is essential for the implementation of circular economy measures, the LIFE Integrated Project is creating new products from waste. For example, wood and textile waste are being recycled into pallet blocks, while non-recyclable plastic waste has been used to create road construction покрытия and road posts. New waste recycling technologies are being tested, state information systems improved, and seminars and other educational events organised for the public and specific target groups.

This year, the project places a strong emphasis on food waste prevention and reduction measures – Guidelines for Food Waste Prevention and Reduction in the HORECA sector and schools are being developed, as well as Guidelines for Organising Coffee Breaks. In autumn, five regional seminars on food waste reduction will also be implemented in vocational secondary schools. Repair and reuse initiatives, as well as workshops organised by the LAB! store, continue actively – both for repairing electrical appliances and for textile reuse and transformation into new products.

This year, the acceleration programme also continues, in which companies, in cooperation with researchers, develop solutions for the useful utilisation of production by-products. New solutions are also being sought for forecasting construction waste volumes in the BIS system – an automated construction waste forecasting algorithm-calculator will be developed, which in the future will help reduce manual calculation errors and improve data exchange between the institutions involved.
