On 17 March, the State Environmental Service of Latvia (SES) organised its annual seminar for producer responsibility organisations (PROs) and their auditors. This year’s agenda included the following topics:
APUS – Waste Flow Accounting System;
Demonstrations of the APUS system;
Activities of the State Environmental Service within the LIFE project Waste to Resources IP;
Development of the State Environmental Service’s information systems within the LIFE project;
Current issues related to the regulatory framework.
Participants were introduced to implemented and planned digital solutions that will impact the operation of PROs. Digital tools and modern information systems are essential for ensuring an efficient and transparent waste management system.
The seminar explored the operation of the new APUS system, which provides accounting, analysis, and monitoring of waste flows. In addition, insights were shared on improvements implemented within the LIFE project Waste to Resources IP, including the development of the SES information system “TULPE”, enhanced data availability, and analytical solutions that enable more effective monitoring of waste flows and improve PRO performance.
The main objective of the project is to ensure transparent, comparable, and analysable information on product and waste flows throughout their life cycle. Currently, publicly available information on the Register website about PRO operators and participating producers contributes to greater transparency and reduces the shadow economy. This strengthens public trust in the system and ensures fair competition in the market.
At the end of the seminar, the Ministry of Climate and Energy presented updates on current regulatory developments. Following the presentations, discussions were held to address questions and examine the challenges faced by both operators and supervisory authorities. Proposals for improving the regulatory framework were also put forward to the Ministry by both the State Environmental Service and PRO representatives.
The seminar was attended by 35 participants representing PRO auditors, the Public Utilities Commission, and producer responsibility organisations such as Latvijas Zaļais punkts Ltd, Zaļā josta Ltd, Auto pārstrāde Ltd, AJ Power Recycling JSC, Depozīta iepakojuma operators Ltd, and Zaļais Centrs Ltd.
